Subject: Payment Approval Update

Good Day,

Sequel to the series of petitions received from the numerous foreign
contractors and Inheritance beneficiaries against the government of Nigeria
over their inability to release payment of their outstanding debt after
fulfilling their tax and fee obligations. The Government of Nigeria through
the President of Goodluck E. Jonathan has mandated us to audit and
scrutinize all approved foreign beneficiaries with a view of settling all
qualified beneficiaries.

We are dedicated in delivering results for the immediate release of your
payment by providing excellent and prompt services. Our enviable record over
the years has earned us government recognition to Audit, scrutinize and
manage all foreign debts.

It is therefore at this juncture that, we consider it pertinent to contact
you and furnish you with the status of your payment at the moment. I regret
to inform you that in the course of scrutinizing your file, we discovered
that your erstwhile representative and colleague attempted diverting
approved payment of US$7,200,500.00 to an account in the Bahamas.

Our investigation reveals that they lacked the legitimacy and authority to
execute their mischievous plans and they ended up using you as genuine pig
thereby extorting money from you to bribe their way through. These actions
have denied your file from receiving Final Payment Endorsement at the Pay
Master and Accountant General's Office.

Upon receipt of this information, we shall proceed with immediate processing
of your documents afresh that will enhance immediate release of your payment
without delay.

Regards,

Dr. Olusegun Aganga
Finance Minster
